Stamford is doing well in many important areas: safest city in New England, 3.4% unemployment, top tier AAA Bond ratings, and a state leader in affordable housing. We must continue to ensure the city’s financial health while keeping taxes down, improving infrastructure, improving housing/zoning enforcement, and managing growth.
My administration is currently taking steps to address issues still unresolved. For example, we have started to update our traffic signal systems and synchronize our traffic lights, which will be implemented next spring/summer.
We are currently building a police station and elementary school; among additional priorities are intersection and road improvements. We are already implementing our plan to resurface more than 125 streets over the next two years. Our next priorities will be to improve our schools’ infrastructure, shorten response time to resident requests, and streamline the building permit process.
For the long-term financial health of our city, in addition to continuing to fund our pensions at 100%, I created a task force to make recommendations to improve management of these funds. I also require city departments to provide cost-benefit evaluation for all major investments.
Even as our downtown and south-end flourish, we will protect our charming neighborhoods. We are exploring more effective strategies to improve zoning and blight enforcement, and our housing taskforce will vigorously investigate violations.
We cannot take our City’s positive reputation for granted. We will continue to focus on making our city the place where people want to live, the place where businesses want to locate and grow.
Now that we are funding our long-term pension obligations and have the capital needs for the new police station and elementary school behind us, I envision an ongoing decline in future tax increases . . . assuming the state doesn’t make cuts to our education or city funding.
My short-term goal is to improve productivity, and reduce waste, so that we can absorb possible funding cuts from the State without reducing city services. To accelerate improvements and improve efficiency and productivity, we will implement better technology and processes in many departments.
For the long-term, we have focused on structural solutions to help keep taxes down in the future. That includes conservative bonding practices, 100% funding of future employee pension obligations, and negotiating better long-term labor contracts with more sustainable benefits.
We must also ensure that Stamford continues to be an attractive business environment for companies, both large and small. We have rolled out a small business portal and a new economic development website; and we are working with the State and other Fairfield county municipalities to promote our City. I frequently visit with business leaders in Stamford, and addressing their most critical needs; in particular, to ensure they have the workforce they need. I will continue to be a strong advocate of transportation improvements to Metro-North and our state highways.
In the future I see Stamford continuing to make progress. I am committed to leaving Stamford to the next generation in better shape than when I started as Mayor.
As we improve the quality of life in our city, more people will want to live here, so managing our growth is important. We need to be prepared to deal with new challenges.
Protecting our wonderful neighborhoods and implementing an effective blight and zoning strategy is necessary. We should confine most major developments to our Downtown and South-End where there will be fewer cars per household and smaller impacts on infrastructure. We also must continue requiring 10% affordable housing units as the city grows.
Although the Mayor does not have direct authority over the BOE, I will continue to advocate for important issues in our district, including ECS funding. I will also work closely with the state and our delegation to seek additional capital funding for new school facilities and to update our current buildings.
We will continue to promote higher educational programs needed by businesses in Stamford. I will advocate for the expansion of UConn degree programs (undergraduate and graduate) and student housing.
We will support our major nonprofits, enabling them to leverage our City dollars to improve the communities they serve. Expanding community wide and arts grants for neighborhood improvements will make Stamford better. I envision expanding the social services support to ensure those who are less fortunate are given the help they need.
I will continue to promote improvements in Metro-North, state highways and our train station. I will see our newly organized transportation department implement new and more effective approaches to street safety and traffic flow.
