I am supportive of a constitutional amendment to protect transportation funds from being
diverted for other purposes. Over the last 8 years, over $650 million had been diverted from
transportation purposes for other legislative prerogatives to fill budget deficits. This led to
severe under-investment in our infrastructure and a disturbing percentage of CT roads being in
poor or mediocre condition. The practice of diverting transportation funds must stop. However,
as we saw with the constitutional spending cap, there are always clever ways around enforcing
constitutional measures. As your governor, I will safeguard against such diversions and raids
and ensure that the spirit and intent are followed.

CT has some of the strictest gun laws in the nation. But we still lack some vital investments
needed to reduce gun violence. I will invest in more mental health funding, expand municipal
grants to towns for school security upgrades, and fix the backlog for background checks.
Specifically, on open-carry, CT currently allows legally permitted handgun owners the option to
carry the firearm in a transparent manner in view of law enforcement and the public. Prior to
anyone getting a handgun permit to carry, they must go through criminal and background
checks conducted by the state police and local police departments. Local police departments
have the authority to deny someone if they determine the individual is not "suitable" based on
their own local criteria. I support these safeguards.

Yes, I support in-person early voting.

Around 28 states currently allow "no-excuse" absentee voting whereby you can vote via mail-in
ballot for any reason. There is no reason why we can't implement that same policy here. I
support the use of absentee ballots for early voting provided appropriate safeguards against
fraud and abuse are included.
